how do i present a possible distribution deal with a major record label, if im a indie label?

i plan to start my own record label and of coarse will need help from a parent label. how do i go about trying to get a distribution, marketing, or manufacturing deal with a major label? what department of the label should i speak with?

I’m a dj and I would like to start a record label to produce my own music under. How much money should I reasonably expect to spend on getting a label up and running?
I’m only asking about filing all the forms and getting the proper licenses, not promoting or marketing or recording or anything like that.
